Department of Education states "It is an Act for the establishment of the Disability Services Commission and the Ministerial Advisory Council on Disability, to further principles applicable to people with disabilities, for the funding and provision of services to such people that meet certain objectives and for the resolution of complaints by such people."
This act lines up the types of disability service that are available and ensures that all impaired people who suffer from the disability can get the care that they need. some services that are used include:
- accommodation services
- home care and family support services
- independent training services
- information services
- print disability services

- advocacy services
- therapy services
- equipment services

Need for this Law:
- to ensure that the disabled people still have their right to: an education, life, not to be placed in an institution involuntarily,
- to ensure that disabled people would have services available to them even if they cannot afford it
- so that all disabled people would be able to survive and to have a life with less stress and worry.
Pros:
- the government pays for it
- this law ensures that the disabled person has their rights and their services available to them
- that it covers a wide range of disabilities:
Cons:
- it is only for those who are diagnosed, (e.g. - if a child has symptoms but is not diagnosed, they can receive no help from the government)
- this act doesn't give rise to civil liability
